In the overnight and early morning hours of March 2-3, 2020, a series of tornadoes struck Tennessee and Kentucky. The seven tornadoes touching down in Tennessee caused 25 fatalities, 19 of which occurred within a two-mile stretch just west of Cookeville, TN. This Early Access Reconnaissance Report (EARR) is StEER’s second product in response to these tornadoes, (1) overviewing the hazard characteristics, (2) StEER’s event response, (3) preliminary findings based on the data and observations generated by its Field Assessment Structural Team (FAST), and (4) recommendations for further study. Note that all observations and findings provided in this EARR should be considered preliminary and are based on the limited scope of the FAST.

Observing damage and documenting successful performance of buildings and other structures. Classes include residential, commercial, and power infrastructure. Methodologies include detailed damage assessments in Fulcrum, deployment of UAS for high-resolution aerial imagery, and deployment of surface-level panoramic imaging devices. Hazard indicators were also captured.

Collection of damage data for structures in the Rockport, Aransas Pass, and Port Aransas, TX area following Hurricane Harvey. This RAPID award utilizes laser scanning (lidar), UAS (drone), and handheld digital camera imaging to capture and preserve digital 3D records of damaged structures. The field investigation targets steel structures (communications towers, light-gauge metal warehouses, pre-engineered metal buildings) as well as comparative examples of masonry and wood structures. Lidar data and digital photo images can be used for 3D (SfM) recreations of damaged structures. Examples of aligned structures are included with the data set.
