Interview of Rita Walters, Los Angeles City Councilwoman, about the root causes of the civil disturbance, the Los Angeles Police Department's preparedness to handle a major civil disturbance, the management and political climate within the Los Angeles Police Department prior to the disturbance, and the adequacy of the Los Angeles Police Department's response to the violence, 1992 August 6. PART OF SERIES: After the violence had subsided, the Webster Commission met of a variety of public officials, law enforcement personnel, activists, and community leaders to discuss the rioting, its root causes, and the adequacy of the LAPD's response.
