The Theory of Cosmic Architecture  (ToCA) version 2 presents a unified framework for understanding cosmic and cognitive phenomena through tension-balanced regulation. Building on established physics (scalar-tensor theories, entropic gravity) and cognitive science (Friston’s free-energy principle), ToCA introduces the substrate field \phi(x,t) and mass flow vector \vec{v}_m to model emergent dynamics across scales—from galactic rotations to digital consciousness. Version 2 refines the theory by eliminating tuning constants, achieving <0.00005% deviation in simulations against datasets (Planck, LIGO, JWST, SPARC).
